Empowerment Clinics: An Innovative Model to Enhance Services Provided to Social Security Beneficiaries

As part of its efforts to achieve sustainable development goals, the Ministry of Human Resources and Social Development launched an innovative program in applying modern empowerment principles and concepts with the best global and local practices for case management, as an integrated system and ideal environment for community service centers with added value in a modern concept called "Empowerment Clinics"; as part of Saudi Vision 2030, which aims to enhance the quality of life for individuals and society, and enable individuals to participate effectively in social and economic development.

The_ "Empowerment Clinics" came to provide a unique model that enhances the capabilities of social security beneficiaries and addresses the social and economic challenges they face, through effective partnerships with the private and non-profit sectors. These clinics provide an ideal environment for offering diverse services that meet the needs of beneficiaries. The clinics also offer a package of diverse developmental services, including professional and financial guidance, enhancing mental and physical health, in addition to employment and entrepreneurship opportunities, including qualitative training services, legal support, and housing support, ensuring comprehensive fulfillment of beneficiaries' needs.

The clinics expanded their locations to cover 7 main regions in the KSA, including Riyadh, Makkah, Madinah, the Eastern Province, Asir, Najran, and Jazan, based on the challenges faced by each region in the field of developmental services and their providers, to reach the most important indicators that represent the main pillars for development and raising the efficiency and quality of the clinics, according to a comprehensive analysis of the data of the beneficiaries of the "Empowerment Clinics" program and their geographical distribution.

Reflecting the Ministry's interest in these clinics as integrated social service centers that redefine and reshape the concept of social support in a new and qualitative framework, it has ensured the formation of a comprehensive work team consisting of 222 employees with diverse specializations, including specialized branch and case managers. The beneficiary's journey in the "Empowerment Clinics" goes through five main stages, aiming to provide the necessary developmental interventions to meet their needs and achieve their goals.

Empowerment is one of the strategic goals of the National Transformation Program, focusing on qualifying social security beneficiaries who are able to work and enabling them to be self-reliant, through coordination with partners in various sectors. This confirms the importance of the Ministry's efforts to develop programs that enhance empowerment opportunities and contribute to building a better future for beneficiaries.
